It's why I haven't gotten my tattoo touched up. I was quoted for $500+ for my tattoo touch up and a 25% tip on top of that, just can't afford it.

Edit for Clarification: Apologies on the confusion, my mistake for using the word touch up. My tattoo is 20+ years old, and was looking for quotes to get it redone (touch up), but not a coverup.

A good tattoo artist doesn't have to take your business. If you aren't tipping them, then you don't think their work is good enough for a tip.

I guess you tip cops when they catch thieves? You tip the doctor when you visit them?
