OP took this soundbite completely and intentionally out of context.

This is being said as Putin agrees to release retired American teacher Stephen Hubbard, 74.

"Trump had previously asked Putin to free Hubbard, a 74-year-old former teacher who had spent more than four years in Russian jails on charges of fighting as a mercenary for Ukraine."

No but this is a diplomat saying it in the context of Putin making the decision to release the hostage.
