Truly can't imagine having so little going on in your life you have time to be mad over how other people spend their hard earned money

Consumer behaviour influences company behaviour. It's a large part of the reason why so many releases are buggy for example.

So if you buy on release what is changing?

Preordering is not the issue you are trying to address its buying in the first week of release or even first month.

Oh and BTW you can refund games. I have before even on console I have gotten refunds on games.

Pre ordering secures a portion of the sales much earlier in time than buying on release does, plus there is a much higher chance of being able to gauge the game's quality by then through reviews and footage.

A large amount of pre orders alleviates much of the financial risk of a broken launch, it gives publishers less and less incentive to care for their product's quality on release.
