The guy is a YouTuber called NuxTaku. He started out by making anime review-style videos and then his content devolved into showing people loli hentai and NSFW shock videos to farm their reactions for views. Then he got into a series of dramas, lost basically all of his friends, was hit massively by YouTube's demonetization hammer, and completely 180'd into pushing political grifts and culture war garbage.

Overall, he's just a really weird and creepy dude.
