Why doesn't blizzard just do worldwide shards, or at least content like let's say you have 2,000 people on one shard when that one fills up they get put on another shard

I mean yes but it's one consistent layer where players wouldnt phase in and out at random

Yeah, I think layers are a more acceptable solution.

Either that or elegant shards where flight paths and other low population areas change your shard.
