So rather than making new spells better they make your old spells worse? That is like the opposite of game design theory. Rule 1 is never take power away from the player unless it is meant to be something significant in the story. If you have to nerf something, that is one thing, but to do it by design?

They did this since vanilla, just then it was limited to spells learned before lvl 20. Now it goes to 40 instead, but scales with your lvl. I'd say vanilla devs would likely have preferred this solution.
