I didn't look at the rank, my bad. As Oggzor said it's based on the base cast time without talents.

43% iirc. (1.5/3.5) Same as an instant cast.

But wrath is a 2.5sec cast, there is a 1 sec cast reduction from a talent. Coefficients are always based on the base cast time, before talents are considered. So wrath has a coefficient of 2.5/3.5≈71%, which seems correct based on my testing too.

The sub level 20 pentalty seems to have been removed, instead there is a penalty added based on how many levels ago you could learn the rank. The only skill I have confirmed this for so far is Healing Touch rank 1, which had a penalty kick in at level 18.

Small correction wrath is a 2 second cast the talent reduces by .5 seconds otherwise rank 1 would be a .5 second cast time

2 second baseline, not 2.5. Coefficient should be ~57%.
