throughout most of Andor he rarely needs to raise his voice when it comes to speaking with people he views as beneath him but when he found out what Debra did, he was so pissed that he couldn't help but yell at her since she indirectly put his position at risk

Honestly, even in Rogue on he was still heavily involved in making sure the Death Star, though due to most of the screen time being around people who are more superior to him and the fact that he was experiencing the worst week of his life at that time, it makes him feel less of a threat despite still technically being an active threat since he was still responsible for most of the plot in the story
Andor is where we see him during most of the year, pretty much his typical routine, where most of his subordinates and regulars are pretty much inferior to him in his eyes, which is why we were able to see a different side of him

That weird thing Avery Brooks did on Deep Space Nine where he'd go from talkining normally TO YELLING to talking normally again AND THEN go back to YELLING! and then whisper BEFORE YELLING AGAIN.

At 0800 hours station time,the romulan empire formally declared war against the dominion. They've already struck 15 bases along the cardassian border. SO! THIS IS A HUGE VICTORY FOR THE GOOD GUYS! This maybe even be the turning point of the ENTIRE WAR. THERE IS EVEN A WELCOME TO THE FIGHT PARTY IN THE WARD ROOM! So... I lied. I cheated. I bribed men to cover the crimes of other men. I am an accessory to murder. But the most damning thing of all... I think I can live with it... And if I had to do it all over again... I would. Garak was right about one thing – a guilty conscience is a small price to pay for the safety of the Alpha Quadrant. So, I will learn to live with it...Because I can live with it...I can live with it
