Improve or decrease reforms?
I'm trying to understand reforms and their impacts on manpower, taxes, etc.
Increase noble obligation from cash dues (2) to Noble administration (3) decreased my manpower. Now I'm trying to reform the military service from devolved (1) to volunteers (2). Will this change decrease my manpower again? How to make a powerful army and improve your income from taxes?
I'm doing something wrong?

When i'm playing, i only increase noble obligations when i have the burocrats military reform at 3 (normally i have already 2 mil ideas at least). That reform makes the manpower depend on state reach and taxes. Until then, i'm depedent on nobility for manpower

There is two rolls of reforms, the big ones that are on top you want to improve them, the little ones that are below you want to decrease them.
