Yes, it only takes one for a chain reaction to start. Same with the person in row 20 who pops out of their seat as soon as or even before the plane stops and tries to push forward down the aisle ahead of the person in row 18 who has a connection they might not make even if they run. If people had shame or consideration of others we could make so many things in life so much more tolerable.

They may have consideration for others but they also don't like being taken advantage of. Lack of rules is how we end up here.
