But there's a catch, the government make you pay taxes on the lottery tickets. Normally in countries where you pay tax on the winnings you don't pay any tax for the tickets.

Is not that the government is nicer, they get their cut, just it's charged to different people at different times.

So if you think about it, if the government taxes the winnings they are taxing "the rich", if they tax the tickets they are taxing the poor.
